<p class="wp-block-paragraph">Our Forum on <a href="https://link.springer.com/collections/igieceeijj" target="_blank" rel="noreferrer noopener">Contested transitions and perspectives on peace – <em>Deutungskämpfe im Übergang</em></a> in the Zeitschrift für Friedens- und Konfliktforschung (ZeFKo Studies in Peace and Conflict) is <strong>now available</strong> &amp; further contributions are welcome (in both German and English)!</p>

<h3 class="wp-block-heading">Abstract</h3>



<p class="wp-block-paragraph">In times of transition, actors clash regarding the interpretations of the past, solutions to current problems, and visions for the future. This Forum examines these discursive contestations and their implications for political change (<em>Deutungskämpfe im Übergang</em>). Taking a historically-oriented peace and conflict studies perspective, it investigates how actors advocate for, negotiate, and seek to delegitimize views to drive – or resist – political change. This aims to better understand how transitions unfold and may lead to pathways of escalation or conflict transformation. Studying these processes from an interdisciplinary perspective in both historical and contemporary cases, and regarding conceptual and theoretical dimensions, the Forum advances research on contentious political changes and peace – a key issue in today’s contested times.</p>



<p class="wp-block-paragraph">The Forum brings together contributions from members of the BMBF-funded research network Conflicts.Meanings.Transitions (<em>Deutungskämpfe im Übergang</em>), as well as from scholars beyond the network.</p>

<p class="wp-block-paragraph"><strong>ZUM BUCH</strong></p>



<p class="wp-block-paragraph">Im Sommer 2021 verließen die NATO-Truppen nach fast zwei Jahrzehnten Afghanistan. Am 15. August desselben Jahres übernahmen die Taliban die Macht. Seitdem wird über die Frage diskutiert, ob und inwiefern das internationale humanitäre, politische und militärische Engagement in Afghanistan gescheitert ist.</p>



<p class="wp-block-paragraph">Dieses Buch zieht Bilanz. Es versammelt Beiträge deutschsprachiger Sozial- und Rechtswissenschaftler:innen, die in den letzten zwei Jahrzehnten über und in Afghanistan geforscht haben. Es stellt auf den Prüfstand, welches Wissen der Intervention zugrunde lag und welche Vorstellungen gegenwärtige Diskussionen über deren Scheitern prägen.</p>



<p class="wp-block-paragraph">Die Beiträge verdeutlichen, mit welch vielfältigen und oft widersprüchlichen Ansprüchen und Motivationen die Interventionsakteure agierten. Sie zeichnen nach, wie Afghaninnen und Afghanen die Entwicklungen erlebten. Und sie heben die Bedeutung der Afghanistan-Einsätze innerhalb der intervenierenden Gesellschaften hervor. So wird deutlich, dass die Frage nach der Bilanz vor allem eine Frage der Perspektive ist und das Vermächtnis der Intervention über deren militärisches Scheitern hinausgeht.</p>

<p class="wp-block-paragraph">Recently, our network member <strong>Dr. Christian Methfessel</strong>, postdoctoral researcher at the <strong>Leibniz Institute for Contemporary History (IfZ) Munich-Berlin</strong>, published an essay in the <em>Journal of Comparative Southeast European Studies</em>.</p>



<p class="wp-block-paragraph">The article <a href="https://www.degruyterbrill.com/document/doi/10.1515/soeu-2025-0003/html" target="_blank" rel="noreferrer noopener">Rooting for a Serbian Dominated Yugoslavia? The United Kingdom and the Recognition of Slovenia and Croatia</a> examines British policy toward Yugoslavia in the early 1990s on the basis of newly released archival documents. Methfessel analyses the extent to which common interpretations – such as an allegedly Serbophile pattern in British foreign policy, neocolonial interests, or fear of German hegemony – can actually explain London&#8217;s stance toward the recognition of Slovenia and Croatia.</p>



<p class="wp-block-paragraph">His research shows that British policy was less influenced by long-term traditions or power-political calculations than by realpolitik considerations, the search for European consensus, and domestic political pressure. The Foreign Office distanced itself early on from the Milošević government and viewed the idea of a ‘Greater Serbia’ as a threat. Germany&#8217;s recognition policy was also interpreted not as hegemonic, but as a result of public pressure.</p>



<p class="wp-block-paragraph">With this reassessment of British policy on Yugoslavia, Methfessel makes an important contribution to the international history of the Yugoslav Wars and to the debates surrounding the reorganisation of Europe after the Cold War.</p>

<p class="wp-block-paragraph">The 2025 Peace Report (&#8220;Friedensgutachten&#8221;) is available now!</p>



<p class="wp-block-paragraph"><strong>Peace is in retreat</strong>: Russia&#8217;s war in Ukraine is destabilizing Europe, the war in Gaza is plunging the Middle East into suffering and violence, and the conflict in Sudan has triggered the world&#8217;s largest humanitarian catastrophe. At the same time, the United States—traditionally a global pillar of stability—is failing in this role. President Donald Trump is not only transforming the country into an autocracy; in foreign policy, he favors power politics over rules and cooperation. The 2025 <a href="https://friedensgutachten.de/en" target="_blank" rel="noreferrer noopener">Peace Report</a> highlights why Europe must take responsibility for its own security and defense while continuing to uphold the goal of peace.</p>



<p class="wp-block-paragraph">Specifically, the 2025 Peace Report recommends the following measures:</p>



<ol class="wp-block-list">
<li>Close the gaps in European defense capabilities</li>



<li>Deepen European defense integration</li>



<li>Use arms control to prevent spirals of escalation</li>



<li>Increase our commitment to the rules-based order</li>



<li>Respect international courts</li>



<li>Ban the export of weapons that might be used to violate international humanitarian law</li>



<li>Develop a refugee policy guided by humanity and fair burden-sharing</li>



<li>Do not lose sight of the “forgotten conflicts”</li>



<li>Continue to enhance the effectiveness of civilian tools</li>
</ol>



<p class="wp-block-paragraph">With its concrete policy recommendations for the German Bundestag and Federal Government, the Peace Report is a central medium for dialogue between academia, society, and politics. Germany’s peace research institutes (BICC/IFSH/INEF/PRIF) have been publishing the report since 1987.</p>



<p class="wp-block-paragraph">In our view, the Peace Report is the most important publication of the year from peace and conflict researchers within Germany for policymakers and the public. We therefore share the <a href="https://friedensgutachten.de/user/pages/02.2025/02.ausgabe/03.stellungnahme/FGA2025_Statement.pdf" target="_blank" rel="noreferrer noopener">freely accessible document</a>.</p>

<p class="wp-block-paragraph"><em>The dossier included in the current issue of Wissenschaft und Frieden (W&amp;F 1/2025) features eight contributions that offer insights into the unique characteristics and diversity of feminist peace research. Our researcher Michaela Zöhrer (University of Augsburg) is involved as a co-editor.</em></p>



<p class="wp-block-paragraph">This dossier is an initiative of the &#8220;Feminist Peace Research&#8221; working group (<a href="https://afk-web.de/cms/arbeitskreise-der-afk/ak-feministische-friedensforschung/" target="_blank" rel="noreferrer noopener">AK „Feministische Friedensforschung“</a>), which was established in 2023 within the German Association for Peace and Conflict Research (AFK). Its goal is to raise the visibility and impact of feminist peace and conflict research in the German-speaking world. It highlights the potential of feminist perspectives that carefully consider how gender, as a socially influential construct and power structure, is connected to conflict, violence, and peace.</p>

<h3 class="wp-block-heading">Der russische Angriffskrieg gegen die Ukraine: Historische Einordnung und geschichtspolitische Folgen</h3>



<p class="wp-block-paragraph">Der russische Angriffskrieg gegen die Ukraine hat die europäische Sicherheitsarchitektur grundlegend verändert. Zudem berührt er aber auch die Frage, ob sich bestehende Formen des Umgangs mit dem Nationalsozialismus in Deutschland und Europa im Zeichen des Krieges verschieben. Welche Rolle spielt die Erinnerung an die deutsche Besatzungs- und Vernichtungspolitik in Osteuropa überhaupt in diesem Krieg, dessen Vorgeschichte oft noch viel zu wenig berücksichtigt wurde?</p>



<p class="wp-block-paragraph">Die Autorinnen und Autoren des Bandes nähern sich diesen Fragen aus unterschiedlichen Perspektiven, um sowohl das ukrainisch-russisch-deutsche Beziehungsgeflecht seit den 1990er-Jahren als auch den 24. Februar 2022 als mögliche geschichtspolitische Zäsur zu untersuchen. Beleuchtet werden dadurch etwa der Umgang mit der Massengewalt im&nbsp;20.&nbsp;Jahrhundert, neue Formen imperialer Politik, zivilgesellschaftliche Initiativen, außenpolitische Interessen und religiöse Legitimationsformen des gegenwärtigen Krieges.</p>

<p class="wp-block-paragraph">In the article, Florian Kühn argues that the US constitution, which reflects compromises rooted in protecting the power of wealthy, white men, has cemented racial and gender biases in American institutions. These biases affect voting rights, the Electoral College, and judicial appointments, often undermining the democratic process and widening social divides. Figures like Kamala Harris symbolize a defense of democracy, but they face structural barriers that the Constitution’s rigidity exacerbates. This inflexible foundation perpetuates political gridlock and polarization, leaving systemic issues unresolved, regardless of election outcomes.</p>

<h3 class="wp-block-heading">Abstract</h3>



<p class="wp-block-paragraph">As China’s investments are rising fast across the globe, we examine the circumstances under which Chinese mining companies concede to protest. While scholars have already identified success conditions of such struggles, it is unclear if these conditions apply to Chinese cases as well. More so, some research suggests that Chinese business practices fundamentally differ from others. Therefore, we seek to better understand Chinese corporate responsiveness by examining major mining projects from Guinea and the Democratic Republic of the Congo (DRC). Our analysis draws on protest event data (collected from news and social media), interviews, and further sources to trace protests and company responses. We find that Chinese mining companies indeed concede under similar conditions as Western and other companies: recurrent disruptive actions, pressure from state actors and NGOs, and reputational concerns are key factors for their responsiveness. As we discuss, however, reputational vulnerabilities, which result from global supply chains and transnational activism, are differently distributed in the Chinese case, which undercuts the responsiveness of some major Chinese miners.</p>

<p class="wp-block-paragraph" id="block-657d3c85-6086-4ddd-8d88-db06fda16273">&#8220;Coloniality of Peace&#8221; by Mahdis Azarmandi &amp; Christina Pauls was recently published within the <a href="https://rewritingpeaceandconflict.net" target="_blank" rel="noreferrer noopener">Virtual Encyclopaedia – Rewriting Peace and Conflict</a>.</p>



<p class="wp-block-paragraph" id="block-b98d7cd0-c444-4df0-a335-657e5e8b1ac3">The coloniality of peace describes how appeals to peace can be complicit with coloniality by supporting and reinforcing modern/colonial purposes of domination, control and extraction, among others. To provide analytical tools to identify the coloniality of peace, this contribution builds on a range of critiques of ‘peace’ that have been offered from post- and decolonial stances. It includes three analytical steps: 1) identifying the coloniality of peace; 2) problematising the coloniality of peace; and 3) destabilising the coloniality of peace. The contribution sets out to outline this critique along with some of the core analytical concepts of decolonial theories, and locate the function of the coloniality of peace in the modern/colonial system.</p>
